A great way to increase your rankings is to get links from trusted sites such .edu and .gov sites. Here are some basic tips to help you get links from these sites:
Finding the links
Although there an tons of educational and government sites, a lot don’t link out. The key to getting these links is to find sites that link to your competitors because they will probably be willing to link to you. You can do this by using Yahoo.

Getting the links
Once you create a list of .edu and .gov sites that you want links from, the next step would be to email them.

My name is John Doe and I am the webmaster of XYZ.com. I notice that your site links to websites that provide information on web design. XYZ.com is also a great resource that is about web design and your readers may find it to be very useful, if it was on your list. I appreciate your consideration.

Now all you have to do is email out as many .edu and .gov as you can find and hopefully some of them will link back. Just make sure you don’t spam any of them.

Absolutely right.. If you have the content for it. In The Netherlands they say: “If you don’t ask, you won’t know”.
Uh-oh. I’d consider even the most friendly e-mail like this as spam. I don’t know how it is for gov-sites, but edu-sites should have their reasons why they list this or that site, but not the other one. I do not think such an advice should be taken into practice at all.
Why is a .edu link going to be any more trusted than a regular link? A large amount of .edu websites are simply owned/controlled by students, who are given websites by their colleges, for example, http://yourusername.yourcollege.edu or something like that. There’s no way on earth that with the large amount of these websites out there that any search engine would automatically give greater trust to links from these pages.
.gov links is a more debatable topic as the ownership of these pages is more tightly controlled, but I would still think it unlikely that they get any extra trust based purely on the fact that they are .gov
Other than that, the link building ideas are sound. If someone emailed me politely and asked for a link, then I’d probably email back, and if it was a real person not spam, and it was relevant to my users I’d probably give them a link.
linking to .edu or to .com is more important than linking to other sites?
Thats my first step when doing link building, some simple back link analysis of your competitors. Find the authority sites linking to them, drop them a quick email and your away.

Getting .gov backlink seem to be more difficult then .edu
IMO getting backlinks from relevant sites would surely help you if you are not able to get .gov or .eddu backlinks. your linkbuilding campaign should be on-going process for getting better results.

To get these links you need to be prepaired to spend some effort. Sometimes I spend an hour to do one post to get a link. Although I do know where to look for the most powerful links.
.edu and .gov links are more powerful than any other TLD. Example: http://www.google.com/search?hl=en&lr=&q=link%3Adigits.com – out of 5650 google backlinks, 5 of the top 11 are .edu.
Google also ranks backlinks by their strength.
